You do not need to book your entry ticket in advance. You pay the R65 conservation fee at the gate. However, boat tours launch from Plettenberg Bay and should be booked ahead.
Yes. You can book guided boat tours that launch from Central Beach. They provide snorkeling gear to swim near the Robberg seal colony. You must use licensed operators and not touch the wild animals.
CapeNature charges R65 per adult and R45 per child. This fee is for a day visit. Bring cash just in case the card machine loses signal.

What a ride! Getting SO up close to seals was unreal! Not to mention the boat trip out! Hope you bring your sea legs! Guides were great - thanks for the assurance @ Claude. Very supportive of nervous swimmers and very respectful of the seals and habitat. Fully recommended. You might even see Prince Harry ;)
